Вообще то "тло" это в данном случае "фон". А "тлум" - это "толпа", хотя слово это встречается, в общем, редко. Так что смысл вполне прозрачен.

P.S.: Несмотря на родной русский. :)))))

P.P.S.:Есть еще люминесцентная лампочка тлеющего разряда ТЛО-3-1 или ТЛО-3-2 :)
